Hawaii Governor Josh Green Secures Democratic Primary Victory, Prepares for General Election

Hawaii's incumbent Governor, Josh Green, secured a decisive victory in the Democratic primary on Saturday, successfully fending off three lesser-known opponents. First elected in 2022, Governor Green's win positions him as a strong contender for re-election in the upcoming general election against his Republican challenger.

Primary Election Overview

Governor Green entered the primary contest with a notable 56% approval rating among voters. Political analysis from the Cook Political Report indicates a significant advantage for the Democratic Party in the general election, rating the race as D+13, underscoring Green's favorable position.

His primary challengers included David "Duke" Bourgoin, George "Teva" Lucas-Tadeo, who identifies as a Democratic socialist, and Lauren Kapoliahiʻiaka Shim.

Bourgoin had previously sought the governorship against Green in 2022, where he garnered only 590 votes compared to Green's 158,161. He also made two unsuccessful bids for Honolulu mayor in 2022 and 2024.

Despite a national surge in support for Democratic socialist viewpoints, Lucas-Tadeo's campaign, which included public social media posts advocating for state-run grocery stores and cannabis legalization, did not resonate widely with Hawaii Democrats.

Neither Lucas-Tadeo nor Shim maintained campaign websites, and none of Governor Green's three primary challengers reported any fundraising activity by the June 30 disclosure deadline. In stark contrast, Governor Green's campaign had amassed approximately $3.5 million. The next highest fundraiser in the race was Republican Gary Cordery, who had raised about $313,000.

Political Landscape and Incumbency Advantage

Hawaii has not elected a Republican governor since Linda Lingle concluded her term in 2010. Typically, Democratic primaries in the state attract candidates with established public profiles. For example, the 2022 primary featured contenders such as then-U.S. Representative Kai Kahele and former first lady Vicky Cayetano, alongside Green.

John Hart, a communications professor at Hawaiʻi Pacific University, observed that Governor Green's policies have generally been well-received, avoiding significant public backlash. Hart questioned the motivation for potential challengers to enter what he described as a "suicide run" when other, more attainable political offices might be available.

"His policies have been fairly popular, there hasn’t been anything he’s done that’s really created a pushback. So, why would you throw your hat in the ring on a suicide run when there are other offices that are more achievable?"

Addressing State Challenges

Governor Green also highlighted his administration's effective response to significant state crises, including the devastating 2023 Lahaina wildfire, which resulted in 102 fatalities, and the extensive flooding caused by the March Kona low storms, which inflicted over $1 billion in damages.

Reflecting on these events, Green stated that his team was very present, competent, and compassionate in their response, a sentiment he believes was acknowledged by both political figures and the general public.

"We were very present and I think pretty competent and compassionate in our response and we heard from a lot of people — both politicians and just, people — that they appreciated that."

He further suggested that the administration's performance did not create an environment conducive to a strong Democratic challenge.

"It just didn’t create a scenario in which another Democrat thought it made sense to run against us. I didn’t set out to get into fights with people, I really just tried to do this job. So, It didn’t create the usual opening where there was a big divide where people would come after me."
