The Controversial Incident and Immediate Fallout
The incident occurred when Balogun was pursuing a loose ball, leading to an accidental tangle with an opposing player. In the process, Balogun inadvertently stepped on the opponent's ankle, causing it to twist awkwardly. The video assistant referee (VAR) system prompted a review of the play. Following this review, Balogun's actions were determined to be "serious" enough to warrant a direct red card.
This decision had immediate and far-reaching consequences. Balogun was ejected from the match, forcing the U.S. team to play the remainder of the game with only 10 players. More critically, the red card automatically suspends Balogun from the team's upcoming Round of 16 fixture against Belgium, scheduled for Monday.
The ruling sparked widespread outrage almost immediately, with many fans expressing hope for an appeal process to overturn the decision. However, under current regulations, such an appeal mechanism does not exist for on-field referee decisions.
Understanding FIFA's Disciplinary Regulations
The lack of recourse for the U.S. team is explicitly outlined in the official rules governing the tournament. Article 9.6 of the 2026 World Cup regulations states:
No protests may be made about the referee’s decisions regarding facts connected with play. Such decisions are final and not subject to appeal, unless otherwise stipulated in the FIFA Disciplinary Code.
Furthermore, the automatic nature of the suspension is detailed in Article 10.5, which specifies:
If a player or team official is sent off as a result of a direct or indirect red card (second caution), they will automatically be suspended from their team’s subsequent match.
It is important to note that disciplinary actions can, in fact, be escalated. For instance, Qatar midfielder Assim Madibo received a five-game suspension after an incident that resulted in Canada's Ismaël Koné suffering a broken leg. Considerable debate has emerged regarding the appropriate application of VAR in this particular situation. While VAR is utilized to determine whether a red card offense has occurred, the ultimate decision rests with the head referee, who may receive input from the video assistant referee and other match officials.
The International Football Association Board (IFAB), which governs the laws of the game, provides specific guidance on the use of slow-motion replays by VAR. Generally, slow-motion should be avoided, but it can be employed to ascertain "facts, e.g. position of offence/player, point of contact for physical offences and handball, ball out of play (including goal/no goal)." Conversely, normal speed footage should be used to assess the "intensity" of an offense or to determine if a handball offense took place. The incident involving Balogun, involving a physical contact and subsequent injury, could potentially fall under the "physical offenses" category as described by this directive.
The IFAB's definition of "serious foul play" further clarifies the basis for such a decision:
Any player who lunges at an opponent in challenging for the ball from the front, from the side or from behind using one or both legs, with excessive force or endangers the safety of an opponent is guilty of serious foul play.
Even though Balogun's actions did not appear to be driven by malicious intent, the unfortunate reality for the U.S. Men's National Team (USMNT) is that the decision stands. The team now faces the challenging task of finding a replacement for what has arguably been their most impactful player in what is poised to be one of the most critical matches in the history of U.S. soccer.
