The British Home Office has issued a comprehensive guide for individuals seeking asylum, which explicitly outlines expected standards of behavior, including prohibitions against sexual harassment and assault. The document also emphasizes the fundamental rights of women within the United Kingdom, such as their autonomy to earn a living and make personal life choices.
This nine-page booklet is part of a broader set of materials given to asylum applicants and seems primarily directed at male arrivals. Its objective is to cultivate an understanding of behavioral norms for those entering the country.
Upholding Gender Equality and Autonomy
Beyond financial independence, the guide specifies that women are entitled to pursue education, choose their spouse, travel without restriction, and generally exercise their own judgment in all aspects of their lives. The guide unequivocally states that,
Women do not need permission from a husband, father, brother, or any other man to do any of these things.
The booklet is structured into several key sections, addressing topics such as gender equality, domestic abuse, sexual consent, public conduct, available support services, and general aspects of living in the U.K.
Within the section on domestic abuse, the guide issues a clear warning that engaging in physical or emotional abuse against a partner is a criminal offense leading to arrest and potential imprisonment. The document instructs asylum seekers to
treat your partner and family with respect, let them make their own choices, and never physically or verbally abuse or control them.
Expectations for Conduct and Consent
Regarding public interactions, the guide explicitly forbids directing sexual comments at individuals, even if the person believes such remarks are acceptable. It also prohibits following someone, obstructing their path, whistling at them, or making kissing noises.
A dedicated section on consent clarifies that sexual activity requires explicit agreement from both individuals, free from any coercion or intimidation. It also states that consent can be withdrawn at any point. The document sternly warns,
If you have sex with someone without their consent, this is called rape. Rape is a serious crime in the U.K. You could go to prison, lose your support and accommodation, and it will affect your asylum claim.
The guidance specifies that individuals under the age of 16 are legally considered children and are therefore unable to provide lawful consent for sexual acts.
Contact details for support hotlines catering to victims of sexual and domestic abuse are prominently featured at the conclusion of each relevant section and on the final pages of the booklet.
Official Stance and Political Reaction
A spokesperson for the Home Office stated,
We expect everyone who comes to the U.K. to abide by our laws. If they do not, they will face consequences, including the refusal of their asylum claim and removal from the U.K.The spokesperson further noted that,
Returns of failed asylum seekers have reached their highest level since 2010 under this government.
Since the Labour Party assumed power in July 2024, approximately 70,000 undocumented immigrants and foreign nationals convicted of crimes have been repatriated or deported from the United Kingdom.
Chris Philp, the Shadow Home Secretary, criticized the approach, stating,
Instead of trying to train these mainly young, male illegal immigrants to behave in a civilized way towards women, they should be deported.
