Trump Administration Advances $700 Million Arms Sale to Turkey Amid Congressional Opposition

The Trump administration is moving ahead with a contentious $700 million arms transaction for Turkey, a key NATO ally. This decision comes despite considerable misgivings within the U.S. Congress regarding Ankara’s ties with Russia and its alleged engagement with various groups in the Middle East.

Representative Gregory Meeks of New York, who serves as the ranking member on the House Foreign Affairs Committee, indicated that the administration had informed him of the State Department’s intent to bypass congressional approval for delivering the $700 million in defense equipment to Turkey, which largely comprises fighter jets.

Concerns Over Russian Defense Systems

In 2017, Turkey entered into an agreement with Moscow to procure the Russian S-400 air defense system, subsequently acquiring it in 2019. This action caused significant alarm among NATO members, including the United States. Both the U.S. and NATO viewed this acquisition as a substantial intelligence threat that could undermine the alliance's unity and operational readiness.

The S-400 system is specifically engineered to detect, track, and exploit stealth aircraft, such as the advanced F-35 fighter jet.

Turkey’s possession of both the S-400 and the F-35 is so dangerous because the two systems operating in proximity or networking together could give Moscow valuable intelligence for shooting down F-35s flown by Americans and our allies.

In response to Turkey’s purchase, the U.S. imposed sanctions on Ankara in 2019 and subsequently removed the country from the F-35 fighter jet development program. Despite these clear concerns, the State Department has dismissed objections regarding the U.S. arms sales and Turkey’s continued ownership of the Russian-manufactured air defense systems.

Strategic Importance for Ankara

This defense package represents a significant advantage for Turkish President Recep Tayyip Erdoğan, especially as Ankara prepares to host the 2026 NATO summit. According to Tol, who is currently in Ankara for the NATO summit, this deal transcends a mere defense sale for President Erdoğan; it is a foundational element of his foreign policy and a crucial source of domestic political legitimacy.

If the aircraft succeeds, Ankara believes it will not only expand Turkey’s defense exports but also strengthen NATO’s overall industrial capacity and reinforce Turkey’s strategic importance within the alliance.
